IN-GAME RANKS
Not like ct, admin in-game ranks such as.. Police(jail) & Rebel & Robber/Thief & Vice President & President OR overall it can be like Altis Life (youtube it) where normal citizens can choose to live by the law and follow police order or break the law and join the rebels and kill the cops rob banks! (YES DRAFTCITY NEEDS BANKS FOR PEOPLE TO ROB! THE GAME IS TOO PEACEFUL THERE NEEDS TO BE ROBBERIES AND MURDER!)

Just youtube search "Altis Life" it'll give you the idea!
