Hello everyone.
My suggestion is that there should be a button (Somewere on the map) that a player needs to press, and then he gets a menu pop-up with 1 option which is "Buy a Driving License"
This license will let you be able to drive cars, and without this license you cannot use/drive cars.

Feel free to reply with tweaks/edits for this Idea.

This is just gonna effect them a little bit.
its gonna make the car prices maybe a bit higher/lower.
And it will add more exclusivity to the cars.
The license prices won't be very high so its not gonna effect the pricing for cars very much.
